POPSICLE JOURNAL ENTRY The State Department is Washington’s most beautiful landmark. Often ocean blue in the morning with cirrus clouds near the pole of the low spherical dome, it is inviting and welcoming. Other “moods” include a reddish sunset and an official silver hue throughout.
