Lester G. "Les" Painter is a Management and Program Analyst with the U.S. General Services Administration’s Office of the Chief Financial Officer and a retired U.S. Navy Chief Hospital Corpsman.
He serves as the Internal Control Audit Tracking System (ICATS) Administrator, Audit Management Records Manager, and Emergency Coordinator for Continuity of Operations Planning (COOP).
His work combines federal audit oversight and systems administration with extensive experience in healthcare operations and emergency preparedness.
Since joining GSA in 2009, Painter has helped lead the development and improvement of ICATS, the agency’s central repository for audit information. He supports audit resolution and follow-up, internal control analysis, and preparation of the Administrator’s Semiannual Management Report to Congress.
He works with agency leaders, oversight organizations, technical teams, and contractors to improve system functionality and provide accurate information for management decisions.
Painter has advanced robotic process automation for audit record creation and document uploads, improving processing efficiency and audit traceability.
Documented fiscal year 2026 results from workflows he helps develop and oversees included 1,107 transactions processed and 884.83 hours of manual effort saved. His recent work also includes fraud risk assessment, reporting improvements, and clearer, accessible operating procedures.
As Emergency Coordinator, he directs continuity planning and supports succession readiness, emergency communications, and exercises to maintain essential operations during disruptions. His leadership contributed to recognition of GSA’s Office of Administrative Services as having the agency’s strongest continuity program during Eagle Horizon 2019.
His fiscal year 2026 contributions earned two spot awards for COOP and Eagle Horizon and an additional award for work with the GSA Fraud Risk Assessment Group. Before joining GSA, Painter served as a National Alliance Program Coordinator with the Department of Labor’s Occupational Safety and Health Administration.
During 22 years of Navy service, he held senior positions in clinical operations, education, and emergency medical services.
As director of the Navy’s Emergency Medical Technician Program, he oversaw 41 training sites worldwide and supported more than 4,500 EMTs. He also served as the Navy’s liaison to the National Registry of Emergency Medical Technicians.
Painter holds a Bachelor of Science in Health Sciences, with a minor in Management, from Old Dominion University.
He is a NARA-certified Federal Records Manager and completed George Mason University’s Certified Internal Auditor Certificate Program, along with professional training in project management, contracting oversight, data literacy, and continuity program management.
He approaches complex assignments methodically, with particular attention to clear guidance and following issues through to resolution.
