JAMES TARR is a government services consultant and writer. Born and raised in Lynn, Massachusetts, he earned degrees in Criminal Justice and Political Science from UMass Lowell and a Masters in Urban & Regional Policy from Northeastern University. He lives with his wife Christina in the Boston Area.
